Project aim: To enhance the system for transferring municipal employees in order to improve the performance of municipal functions. The project seeks to examine the practical application of Section 20 of the Local Government Law—specifically, how frequently this mechanism has been implemented, to identify challenges in applying the relevant regulation and potential improvements, and to determine whether this regulation has contributed to advancing human resource management processes within municipalities.
